Rick Santoro (Nicolas Cage) is a detective. He is supposed to be protecting the Secretary of Defense. Santoro is lackadaisical in his job. The Secretary of Defense is assassinated. This all takes place at a heavyweight boxing fight in Atlantic City. Santoro is beside himself that he allowed the killing to take place in his plain site due to his negligence. He earnestly seeks to understand what happened. He enlists his friend Navy Commander Kevin Dunne (Gary Sinise) to help him. Together they hide the fact that Santoro was not really paying attention to the Secretary of Defense. Santoro tries desperately to determine who killed the Secretary. But is he prepared for the answer?
